Trump Executive Order Mortgage Costs: What Changes

The trump executive order mortgage plan signed on Thursday could quietly remove one of the most frustrating lines on a monthly mortgage statement. President Donald Trump signed an executive order on October 22 that directs federal agencies to cut several costs of owning a single family home, according to a White House fact sheet and Reuters reporting. The biggest piece for current owners is simple. If you still pay mortgage insurance even though your home has gained value, the government wants that charge found and cancelled for you once you meet the equity rules, instead of waiting for you to ask and prove it yourself.

What the trump executive order mortgage plan actually does

The order has four moving parts, and each one targets a different cost. First, it directs the Federal Housing Finance Agency to create a pilot program that cancels mortgage insurance premiums proactively once borrowers have satisfied their equity requirements based on the current market value of the home. The White House said that step will eliminate a large monthly expense for qualifying Americans across the country. Mortgage insurance exists to protect the lender when a buyer puts little money down, yet many owners keep paying it long after their equity has grown past the point where the protection is required.

Second, the order makes refinancing cheaper by expanding the agency title insurance waiver pilot into a permanent program. That change lets more borrowers use lower cost alternatives to title insurance when they refinance, which trims closing costs at the exact moment a family is trying to lower its payment. Third, it directs the Secretary of Agriculture and the Secretary of Veterans Affairs to reduce interest rates on single family home loans made by their departments, a direct instruction aimed at rural borrowers and veterans. Fourth, it establishes a Task Force on Manufactured Housing Innovation, led by the housing secretary and the finance agency director, to raise quality and lower the cost of factory built homes that qualify for federal housing programs.

Why this order landed this week

The timing tells its own story. Contracts to buy previously owned homes plunged to a record low in September, a slide we covered in detail when pending home sales hit a record low. Single family housing starts fell 4.6 percent that month as builders pulled back. Freddie Mac put the average thirty year fixed rate at 7.40 percent last week, the highest level in about three years, before a small dip to 7.32 percent this week. High prices and high rates have squeezed buyers from both sides at once, and affordability has become the pressure point in housing.

The response from the industry came quickly. The National Association of Realtors applauded the order, saying it helps address the costs tied to homeownership and takes steps toward making ownership more sustainable for American families. That reaction matters because it came from the group that represents the agents watching buyers stall at the closing table every week. Our earlier guide to mortgage rates at 7.40 percent and whether to buy now or wait walked through the same squeeze from the buyer side of the table.

The lesson hiding inside the announcement

After twenty years as a real estate broker in Florida, I have learned that the interest rate is the loudest cost of a home, but it is rarely the only cost that decides whether a payment feels heavy. Mortgage insurance, title charges, closing costs, and program fees stack quietly on top of the rate, and families feel the stack even when they cannot name each piece. This order is aimed at the stack rather than the rate itself, and that is a useful way to read any housing announcement. Ask which line on the statement it changes, who qualifies, and when the change reaches a real household budget.

Hold the excitement to that standard. This is a signed direction to agencies, and the largest piece runs first as a pilot program. Savings will depend on eligibility, on equity measured against current value, and on how quickly the agencies build the process. No borrower should count money that has not yet arrived, and no buyer should stretch into a payment that only works if a future program rescues it. Good announcements reward prepared households. They rarely rescue unprepared ones.

What homeowners should do now

Start with the statement already in your hands. Look for a mortgage insurance line and write down the exact monthly amount, because that number is your potential savings if the pilot reaches your loan. Next, estimate your equity two ways, against what you paid and against what nearby homes sell for today, since the order keys cancellation to current market value. Then call your loan servicer and ask about the cancellation rules that already apply to your loan today. Plenty of owners qualify under current rules and simply never ask, and that call costs nothing.

If you plan to refinance, compare closing costs line by line and ask each lender how the permanent title insurance waiver could change your quote once lenders apply it. Veterans and rural borrowers should watch for announcements from the veterans and agriculture departments about their loan rates in the weeks ahead. Keep paying your mortgage insurance while you wait, because falling behind while hoping for a program would trade a small monthly charge for real damage to your credit and your options.
